Jake Potrebic efc1f99846 Updated Upstream (Bukkit/CraftBukkit) (#9739)
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Test changes
- convert to mockito for mocking of types
- Allow use of TYPE_USE annotations
- Ignore package-private methods for nullability annotations
- Add excludes for classes which don't pass
- Disable stupid BukkitMirrorTest
