Updated Upstream (Bukkit/CraftBukkit) (#11543)
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Add RegistryAccess for managing Registries
RegistryAccess is independant from CraftServer and
doesn't require one to be created allowing the
org.bukkit.Registry class to be loaded earlier.
