Updated Upstream (Bukkit/CraftBukkit/Spigot) (#11702)
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Add methods for working with arrows stuck in living entities
Upstream added methods for this so the original methods
are now deprecated
