Updated Upstream (Bukkit/CraftBukkit) (#9922)
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Optimise collision checking in player move packet handling
Move collision logic to just the hasNewCollision call instead of getCubes + hasNewCollision
