Updated Upstream (Bukkit/CraftBukkit)
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] ItemStack damage API
Adds methods notify clients about item breaks and
to simulate damage done to an itemstack and all
the logic associated with damaging them
