Updated Upstream (CraftBukkit/Spigot) (#4318)
Upstream has released updates that appears to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Optimize Biome Mob Lookups for Mob Spawning
Uses an EnumMap as well as a Set paired List for O(1) contains calls.
