Updated Upstream (Bukkit/CraftBukkit) (#3980)
Upstream has released updates that appears to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Lag compensate eating
When the server is lagging, players will wait longer when eating.
Change to also use a time check instead if it passes.
