Updated Upstream (Bukkit/CraftBukkit/Spigot)
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Allow controlled flushing for network manager
Only make one flush call when emptying the packet queue too
This patch will be used to optimise out flush calls in later
patches.
