Stabilize CI (#2480)
* mark some occasionally failing tests as flaky

* fix test which was failing locally for some reason

* Don't fail tests if they've exceeded the timeout

* This reverts commit 1d0f982e95.

* remove flaky on two tests as per review

* the end of timeout failures, hopefully.

* first run successful. Fixing pre-commit to trigger 2nd run.
